Fixing that is damn easy unless you think too little or too much. Go after companies/Americans that employ illegal workers, people who buy drugs, and since Mexico is against the death penalty, lobotomize the criminals. They do worse along with Mexican authorities to be honest. They shoot people coming across the border. Granted, everything sets a precedent but that's like saying you could never pardon a criminal because it sets a precedent. There's still a lot of them on jail and even I'm alive and in pretty good health. Politicians aren't that daft.
