Bullet proof vest for coppers!

A bullet proof vest where momentum was turned to heat or electricity by compression without degridation. Also, the compression makes the material more dense and solid as well as expelling the impact energy outward or to the side so as not to knock the wind out of a wearer or break or bruise ribs. Would work for helmets too. At worst, the material fuses but recycling capabilities would be nice. That's the initial dream or inspiration. Now for the 99% persperation.
